The Huffington Post is reporting President Obama issued Executive Order 13490, which bars anyone appointed by the President who has been a federally-registered lobbyist within the past two years from working on particular matters or in the specific areas in which they lobbied or from serving in agencies they had lobbied.

Not surprisingly, the reaction from the lobbying community has been filled with lobbying, with the loudest criticism coming from the Industry Trade Advisory Committees (ITACs).   The ITACs, whose roughly 400 members include at least 130 lobbyists, officials say, have taken the lead in attacking the White House policy as misguided and harmful to U.S. business interests.

“This action will severely undermine the utility of the advisory committee process,” they wrote in a letter.

“The utility of the advisory committee process” … sounds to me like a fancy way of saying nothing.
